If it's just Manga or Anime it's fine, so long as it's not drawings of real under aged people.

the law only means real people
but some are trying to change that
also having pic of someone underage is not always illegal
the way the law is written the picture has to be sexual - nude swimming, naked baby,nudest type = legal
lying on a bed with legs open for all to see,someone touching, self touching = illegal
