No they are no more a law unto themselves than any other council
The BIG question is Why do you think its against the law?
The council it not obliged to provide a subsidy to the hall.
He is only advising that should the BNP exercise their right to speak in the hall then the council could exercise their right to remove the subsidy.
That aint a threat - its the council saying that if the BNP exercise its rights then the council will exercise theirs;

Councillor anderson did not interfere with the meeting and only exercised that same right to free speech.
