It is not legal, they do not do it, they could not afford the technical resources needed even if they wanted to do so.

Well if you really want out find which government agency's in which country are screening the internet, just type in something about how to build a dirty something that goes boom into any of your search engines.

Your point of contact would be...the internet. I would look for the Australian equivalent of the American Civil Liberties Union, or even a website that provides legal information and rights. If they do legally monitor it, then I'm assuming that a law was passed at some point.

In the U.S, the Government can now bug our phones and monitor them because of the post-9/11 Patriot Act, which gives more power to law enforcement in order to apprehend terrorists. But only on 'reasonable suspicion'. And i quote that because it is one of the vaguest standards I have had to deal with.
