Educational Malpractice; Concerning Student Transcripts and Records NEED HELP?

Here is a hypothetical situation: After completing twelve years of formal education in the USA, a student graduates from High School and applies to a college to receive higher education. However, the college can not accept and enroll the student because of lack of transcripts. The transcripts that are missing came from a previous High school that the student attended prior to the one he graduated at. Though it is strange that the graduating High school did not receive these transcripts upon the transfer. From there the parents of the student contact the High school and requests for the transcripts. Unfortunately, the High school refuses to release the transcripts for an absurd reason. Now bear in mind that the request of the parents is not unreasonable in any way, shape, or form. At this point, within the rights of the student, what legal action can be taken against the High school to receive these transcripts?

So there you go, this is a real life situation which I need help with AND NOW. Sorry that I con not supply more information because of privacy matters. Any information concerning this matter would be EXTREMELY APPRECIATED, thank you.

It depends on what the "absurd reason" is. If the school no longer exists, you can usually obtain transcripts from the Department of Education in your state. If you owe them money for something (even something small like overdue library books) you need to pay them what you owe before they release the transcripts. There is nothing you can do about that. Your best bet is to work with the school to reach a solution. You may be able to get your state department of education involved. As a last resort, you could probably sue for their release but of course no one can tell you whether you would win or not without more details and it would cost several thousand dollars at minimum.
