40 Home owners around a lake, corporate property, what rules?

When you own your home and don't own your land, it is in a corporation, what set of rules must be set to insure to hold your home value and best for the majority that own homes? We live on a small 65 acre lake, it started out being a club for people that wanted to get out of the city and fish and hunt, now it is a mostly a retirement retreat, from city life, high taxes. We pay membership dues and have elected officers. Most of us keep up our property and house and take pride in having a beautiful, clean community. On the other hand there are a few, that have let there houses run completely down, some homes are falling completely apart, with shingles off of roof and trees on deck and junk in the yard. Basically all we can do is keep ;the property mowed and add to there membership dues, but we don't make any effort in removing unsightly belonging that have been left and making home repairs. These homes are a hazard and attract snakes and varmints. The main problem is that they depreciate our property value. What set of rules could be presented to the officers and club members to be voted on to protect our property value?
I might not have made my self clear. I know the procedure on how to change or add rules. I need help on writing this rules. I need rules that will insure all property will be kept up, neat clean and maintained. I need a set of rules that will be fair and protect the majority rights and not to be unfair. There is a degree of leniency that must be allowed, but we are going too far with the leniency. Roofs falling in, equipment left by the road and has not been touched in 5 years. These
rules need to be worded to be stern to the ones that don't respect the majority shareholders and to protect the majority. I know what we need, but don't know how to word it, so it want seem to be too harsh on the good people that live there. The majority of us are, there is just one or two that is bringing our property value down and a poor lake image. I hope this helps and some one knows how to word, better than I.

There is a "rental and real estate" subsection within the Yahoo Answers category of Business and Finance. Try posting this there; you might find people more qualified to give you suggestions.
