How do you apply to get yellow / double yellow lines painted on the road where you live?

I live down a private lane (there are 3 other houses down the same lane) just off a short residential road. The residential road is home to a school and police station. About 4 years ago the council painted yellow, double yellow and white lines all the way up the road to stop people parking and causing traffic chaos!

As much as these lines helped, the council did not put any near the entrance to our lane and now we have people parking on the road at the entrance of the lane (sometimes even blocking the entrance!) and it is nearly impossible to see what is coming up or down the road when exiting our lane.
This matter is made worse by there fact that the vehicle blocking the view is nearly always a transit style van. All residents have had 'near misses' when exiting the lane because of the amount you have to edge out to be able to see any traffic.

Unbelievably the entrance to the police station has double yellows all the way round both sides of the entrance!!

Who should I contact to question and/or apply about lines at the entrance to the lane?

Surely we should have them as a matter of road safety?

I thought there were laws about parking near entrances to lanes?

If Paul's lane is 'unadopted' (in other words the Council or Highways Authority have not taken responsibility for it, then it is indeed a 'Private' lane. These are very common, particularly in rural areas'.

If it is an unadopted (private) road then neither Council or Highways Authority can put double yellow lines on it, they can only do that on 'adopted' roads which are a public highway's.

i believe you are right about the parking near entrances to lanes. you should write the transit van's plate numbers down in case you need it. also call or write a letter to your city hall about it. it might take a few letters and a few calls so have your neighbors help out if necsesary.

I would suppose that if the "Council" had the stripes painted before, then it would be the logical place to start with getting them painted again.

It all depends on who actually owns the road. City, County, or State.

Sounds to me like a city owned road.

GO to a city counsel meeting and make your request.

Keep in mind that you can not just put any marking where you want it. There are regulations that must be strictly followed. Most times there must be a traffic assessment made by a traffic engineer before any markings are changed. Usually the traffic engineer is located in the county road offices. However, if it is in a larger city they may employ their own traffic engineer.

This is the responsibility of the highways department at your county level council. You can suggest that they do so but you cannot apply for them - it don't work hat way. They would check it out and see if they are justified by their own criteria.
It is illegal to park within 15 metres of a junction.
Not all entrances and junctions have double yellows around them
It is not a cheap process or a matter of just painting them on - they have to give notices in the press and fix the correct signs too.

If it's a private road, you need to get permission from the freehold owner of the land, or ask them to paint the lines. Remember though, as they will not be on the 'public' highway (private road) they will not be enforceable at law unless you pay privately to have enforcement in place, and that's an awfull lot of work.

Why not petition your local highways department (county council) to adopt the road, and then petition them to paint lines ?

Well you can't "have double lines painted". You could apply to highways to do this for safety reasons. You coudl report the dangerous parking to the police repeatedly. You could aks the council to adopt your private road, when they woudl then manage it like other places near.
If they are not parked on your private lane, that is the limit. If they are on your lane, then you can do all sorts of clamping stuff within reason, but it does not sound like that is the problem.
You might see when the van parks there and organise a rota of blocking all the near spaces for an hour either side of his come to work time.

What makes you think its a private road? Just because there are 4 houses? What if there were 5 houses, would it be a private road then? 105? Is my road a private road? There is just my house and another 201.

I bet its not.

Anyway, the best thing you can do is inform the police that motorists are flouting the law. If you complain enough, or enough people complain, they will send someone to check. If people are obstructing driveways and junctions, you need to get the police involved.

My sons school had a serious problem. A policeman (or community support officer) walked around at school closing time, pointing out the people were parking inconsiderately etc, and over time people stopped doing it.
