I had originally thought that it was illegal to u-turn over a double yellow but after researching it a bit, I'm not entirely sure. This is from the VA state website:
"The driver of a vehicle within cities, towns or business districts of counties shall not turn his vehicle so as to proceed in the opposite direction except at an intersection.
No vehicle shall be turned so as to proceed in the opposite direction on any curve, or on the approach to or near the crest of a grade, where the vehicle cannot be seen by the driver of any other vehicle approaching from any direction within 500 feet."
Also, from the Virginia drivers handbook:
"Double solid yellow lines
mark the center of the road and separate traffic traveling in two different directions. Passing is not allowed in either direction. You may not cross the lines unless you are making a left turn."
and...
"In Virginia, U-turns are considered as two left turns.."
So if one left turn is ok, I would assume two are fine as well.
Now this hinges on the definition of an intersection, but, assuming there was an intersection that crossed over a double yellow line and all the other provisions stipulated in the law were satisfied, wouldn't making a u-turn there be legal?
