Impeding Traffic..But not I was cut off?

What is the name of your state (only U.S. law)? Washington State

Hello all,
So what happened was I was waiting to take a left at a Green light. The lane I wanted to turn into was filled with cars so I waited until traffic was clear. There was enough space for me to enter into the inside lane without blocking the intersection. Another car from the oncoming lane decides to rush in a takes my spot. I am partially blocking the sidewalk for pedestrians but other cars seemed to be able to get by just fine. But a police officer on foot notices that I am "impeding traffic".

The thing is there were police officers on foot just stationed there just waiting for individuals to "impede traffic" since this is common in this intersection. I told the officer that I waited until the lane was clear but I was cut off. He said if I wanted to argue I should contest the ticket. There was shrubbery and a large object blocking his vision so I don't think he noticed that I was cut off what so ever.

I sent a request for discovery over 15 days ago by regular USPS First Class mail and never received anything. If I motioned for dismissal I have no grounds that I sent in the actual request since it wasnt certified.

Technically you cannot claim that you were cut-off because the car in the oncoming lane had the right-of-way.

Always certify any legal documents. Here I would have gone to court. Call the court clerk and ask what you can do now.
