Lawnmower Noise Violation?

I have a question about lawn mower noise and/or gardener noise.
I live in a apartment community and every thursday at 7:30am or 8:00am, I'm constantly harassed by the noise of lawnmowers, weed wackers and such.

I was wondering what the laws were for this and if it's a violation in the state of California?
And, if it's a violation, could I call the authorities about this?

I found this in my local law enforcement's website, but I'm not sure if what's happening falls under either of them.

Q. What are the laws regarding property maintenance noise?
A. Irvine Municipal Code section 6-8-205B prohibits noise of maintenance of real property from 7 p.m. to 7 a.m. on any day except Sundays. On Sundays and Federal holidays property maintenance noise is restricted between the hours of 6 p.m. to 9 a.m. Call the Irvine Police Department if you observe violations of this section.
Q. Are there any laws governing use of leaf blowers?
A. Irvine Municipal code section 6-8-205.C.2C requires leaf blowers to be tested and certified to be below 70 decibels before they can be used within the City. Certified blowers are restricted from use 5 p.m. to 8 a.m. on weekdays and 5 p.m. to 9 a.m. on Saturdays. Leaf blowers are not allowed to operate at any time on Sundays. Call (949) 724-6326 to register and certify leaf blowers for use, or to report companies using leaf blowers in violation.

If anybody has information I'd greatly appreciate it.

The first part declares property maintenance noises to be forbidden between 7pm and 7am. This strongly implies that the lawnmower noise that you hear starting at 7:30am is perfectly legal - it's outside of the forbidden timespan.

Leaf blowing may only start at 8am on thursdays according to it - if you hear one earlier than that, then just call that number which is given in the Q&A. Of course, it's not easy to find out of the used leaf blowers are certified according to that Q&A.
