So I was watching a streaming video online. When the computer made weird noises then clicked and turned black. No when ever I try to turn it on it says I need to reboot and it shows copyright and patents or something. I tried rebooting and changing booting settings and it just won't work that intel boot up screen will just turn on! Please help!

Dell customer support might have answers on their knowledge base or a forum for your computer and this situation.
You can try to boot to Safe Mode with F8 or F5 or some other key on a Dell. Then you could do a System Restore to a previous date where it worked right.
You could try a Repair Install if you have a set of Recovery Disks for the hard drive and OS.

Restart the computer, keep an eye out for Something like..
'Press F11 For Recovery' If you see it.. Press the Key It States.
And Choose A Factory Reset.
I'd advise you backup the Files to a USB/EHD/DVD.
If that 'Press F11 Don’t Show.. You will need a Recovery Disc Or..
A Windows Installation Disc To Re-Install Windows.
