My wife and I will be having a new baby in a little over a month. Several people have told her that Indiana has a law that requires the parent whose name falls alphabetically first to put the child on their health insurance. This would have fell to me, which was the original plan until we researched cost. My insurance without a dependent cost the same that my wife's will with a dependent, and the deductible will be much lower. Is it our decision on which insurance to use, or is there any truth to what she has been told? I have searched online and do not see anything pointing to this, but also do not see anything supporting it being an open decision...

No, that's nonsense. Anybody who wants to can insure your child, including grandparents, etc. Anybody can buy health insurance for anybody else.
