2 part family law question, regarding child custody?

1. In the state of California is it true that one parent cannot move to another state (from California to Oregon) without the permission of the other parent?
2. If one of the parents is incarcerated (in California) do they automatically have to give up their parental rights making it alright to take his/her child to Oregon without their permission?

How do family law judges view positive paternal drug testing?

I am in a court battle with my child's father. He has PR but wants more access despite just failing a drugs test, I am not comfortable with this as in my opinion he is paranoid and is rude aggressive towards me and my child's step father. MEDIATION: uk law. Does anyone know anything / have any experience of family law or division of assets?

I'm separated from my partner. We were never married but shared a mortgage. I haven't lived there for years but he continues to and has ruined my credit rating by defaulting.
My solicitor says i can't force a sale without going through mediation. Does anyone know how this works? how long it takes, what are the likely outcomes. All i want is to be off this rotten mortgage.
