Child Support adjustment through Fam Law Facilitator or Department of Child Support Services?

I recently became unemployed and need to apply for an adjustment for child support. I live in San Diego (El Cajon) and the court website says these are either done through the family court facilitator (and a family court judge) or the Department of Child support services but it doesn't really indicate what circumstances determine where you go.

In CA if you r going to family law court what is the difference between a comissioner vs.judge who rules?

Wouldn't a judge have more experience vs. a comissioner who I believe may only be an attorney in this case? Also what is the proper way when you are pro per to address all issues such as child support, medical insurance, etc. when the system seems so over worked and on the last occassion I was cut off from speaking or even replying to the respondent in the case.
