Our property management Company that we are clients of is holding our key because we don't have the utilities turned on. We paid them for rent since the 15 of Jan. The owner of the house doesn't care but we wanted to get in for cleaning. They also said they require us to keep the utilities on 5 days after we turn the key in? Can they do this?

Only if you agreed to pay utilities after move out in your lease.

However, they are not responsible for utilities while you occupy the rental unit. Your move-in date was the January 15th.

If it is stated in your rental agreement... yes. What ever you have agreed to on paper (signed your name to).... is a binding contract or agreement.
