Questions about filing bankruptcy?

I spoke to an attorney about filing for chapter 7 he said it would be 1800 for his fees and 306 for the filing fees. He said the law no longer allows him to do a payment plan and he needs it all upfront before he can do any filing. If I pay him the full 2106 on july 1 he said he will not file until the end of July because they (bankruptcy) will take what money I have in the bank account, which i dont understand why he has to wait until the last day of july, since once i pay him and buy grocerys and pay bills i wont have but maybe 10 in the bank anyways. Does this sound right? Also are his fees somewhat normal for filing a chapter 7? I know the 306 is standard everywhere but what about the 1800? I have another appt to speak to a different attny on tuesday but am curious if this how it works. Also he told me that the creditors will not stop bothering me until 4-6 months from the time he files. I thought once you retained an attny. for bankruptcy the creditors had to stop
