Raffle license or permit?

Some friends and i, want to create a non-profit. But to raise funds to pay for the documents and everything to make it considered a a non-profit we wanted to hold a raffle online.

So asking for info on how we should approach doing that in ohio because of the law.
anyone know if we apply somewhere or what??

Only a Registered Nonprofit may operate a raffle
Only people 18 and older can participate in a raffle.
The Government regulates raffles as Gambling.
You must be a Certified 501c with a tax exempt number to Fund raise.
