What is the aim of the US budget allocated to Welfare?

I need to understand what the US government hopes to achieve by its spending on the Welfare quota of its budget, which is divided into :

1. Family and Children.
2. Unemployment.
3. Unemployment trust.
4. Workers compensation.
5. Housing-Housing Assistance.
6. Social Exclusion n.e.c.
7. R&D Social protection.
8. Social Protection n.e.c.

What does spending on these help, please include links, this is for a project. Cheers, 10 points best answer!

If your parent was sick, or your child was sick, or your sibling was sick, and had no-one else, would you take care of them?

some years ago archeologists found a skeleton that was severely arthriticly deformed to such and extent that the individual could not have survived independently.
someone had obviously cared for the person.

they concluded that since he had been cared for, that indicated some level of civilization.

In our civilized society, we attempt to care for some folks who are, to some degree, unable to care for themselves.
That's what civilized people do.

unemployment and workers comp are not welfare.
They are insurance, paid by employers.

I've worked with government and private social programs for 30 years and I have no idea what you think Social Exclusion nec is.

Through its social spending, the US government hopes to avoid people rolling in the gutters starving to death.

What kind of a moron are you?

These are designed to be safety nets. However, many people live on this safety net, which drains our tax dollars. If you lose your job suddenly and need help, these are meant to help you for a limited time until you can find a new job. Unfortunately, people will get a job briefly so that they can quit and then collect the welfare of the safety net. The government does not have the resources to chase every little scammer to make sure he's not abusing the system. That would mean millions of agents investigating tens of millions of people.
