I am aware of a situation where a puppy is being neglected. The owner of the dog is the landlord of numerous neighboring properties in a very remote part of California. We believe her last dog died because of similar neglect. The tenants on neighboring properties are doing their best to care for this dog, but are no longer financially able. They have tried, numerous times to discuss this with the landlord to no avail.
They would like to call Animal Services, but do not believe they can do so without threatening their tenancy. There are a couple factors that influence this: They are running a medical marijuana cooperative legally under state law, but fear potential retaliation from the landlord who is aware of the cooperative. Also, being that this is in an extremely remote area, the landlord would be fully aware that the tenants are the ones that called Animal Services.
The tenants have asked me to rescue the dog and find it a foster home, but I believe that doing so will do nothing to stop the cycle of neglect. If I rescue this dog, there will be another to take its place shortly if there is not official intervention by an Animal Services officer. This dog needs to be saved before it's too late though! What is the best course of action?
