Many People Are Annoyed In Pa.- Why Is This Ok??

There is a Pa. law that anyone who is walking a dog and it craps on someone's lawn- they must clean it up or you can face a fine. I see many older people carrying pooper scoopers. I'm sure people are aware- Pa. has alot of Amish people. Why is it ok for them to have their horse and buggies and travel down our streets and the horses dump a load. The amish don't clean it up! They park the buggies at our grocery store parking lot and there are piles of horse manure and they leave and it sits there for weeks. I have nothing against the animals but it's not fair.

Not an answer, but if it helps to know that Pennsylvanians are not alone... Take a look at this story from the New York Times. It begins: LOYAL, Wis., Oct. 14 - For years, the residents of this small town surrounded by dairy farms have tried to get along with their Amish neighbors, who commute in horse-drawn buggies to banks and stores in town. But horse droppings keep getting in the way. They often land at Inga Larsen's driveway, making an adventure out of walking to the mailbox for Ms. Larsen, who is 92 and uses a cane.   Sound familiar? Religious freedom and accomodation as well as different animals First, the Amish are being religiously accomodated, that's why they are allowed to do that.But in a different sense, the horse dung is cleaner and better for the environment, since it is from a herbivore.
