Pre employment drug test question?

Is it better to refuse a pre-employment drug test or to take it and fail? I ask because some companies try to discourage drug users by stating that they test when they actually only test if suspicion arises. Secondly, do employers have the right to tell anyone (other employers within the same parent company, law enforcement, etc.) that an applicant has failed or refused a drug test?

Was it a female incompetent case(?): James Holmes Psychiatrist failed to report his condition to the authority?

Before going on a shooting rampage, he DID ask a FEMALE psychiatrist in U of C. for help with his condition, & he did express his desire for mass murder. By law, she MUST report to authority, but she did not. U of Colorado therefore asked her not to say anything to the investigator after the incident for fear of responsibility...

My speculation is either she is incompetent OR most likely...she is SYMPATHIZED with him ...

How can law enforcement charge you for drug paraphernalia with tobacco rolling papers?

If you are pulled over and they search you or your car, they find nothing but rolling papers, then how can you be charged for drug paraphernalia. What if you use them for tobacco but you ran out of tobacco and you are left only with the rolling papers. The US drug policy forces underage drug use?

Well not exactly, but when you think about it, US law makes it less risky for one to use illegal drugs while one is a minor than if they were an adult, as the punishments are MUCH more leniant.
