What does "Did you request reinstatement to your position?" mean?

I'm filling out for unemployment and they're asking me about Worker's Compensation (which happened about 2 years ago) I got all the other information down, I just don't know what this last question really mean, help would be appreciated. Thanks.

Should all Federal Workers get twice as much as average American worker for the same job?

Including benefits they get exactly twice as much. Plus bonuses.

Is workers' compensation a fringe benefit?

Not Really. It's something nobody wants to use, but we all pay for it. I wouldn't consider it " fringe " because your employer " HAS TO have it. Fringe I think, may be 401, Dental, etc.
But you only get workman's comp. if you have to be off the job.
